Painting Effect

Step 1.

Open the image file in photoshop and select Image -> Mode -> Lab Color from the menu bar.

Step 2.

In the Channels panel, select the Lightness layer. Select Filter -> Artistic -> Cut Out from the menu bar, and set the following values:

No. of Levels: 4
Edge Simplicity: 3
Edge Fidelity: 3

Step 3.

Click on the Lab layer to display the image in color and you will get the result.
